He was born on March 30, 1930, in Perth, Australia, as the son of Cromwell and Agnes Margaret Harris. He completed his basic training at the Perth Modern School in Subiaco. Later, Rolf earned his bachelor’s degree in arts from the College of Western Australia. Likewise, he trained at Claremont Teachers’ College, also known as Edith Cowan University. 

His interests as a child included painting, composing, and swimming. In Western Australia, he won a few state swimming titles over a period of 4-5 years. In 1952, he moved to England and began studying at the ‘City and Guilds of London Art School’.
